Voters in the redrawn Fourteenth District will decide whether to keep Democrat Kathy Castor, in Congress since 2007, in a seat that now leans Republican. Her challengers are Republican Mike Beltran, a former state representative, and Libertarian Brian Lambert, and there is a write-in line. Trump won the new lines by about 11 points in 2024. Cook and Sabato call it a toss-up. The only public poll, from July, had Castor up about 9 points. In filings through October 14, Castor had raised about 4.9 million dollars and Beltran about 2.7 million, most of it loans from himself. Through October 22, outside groups had spent about 14.8 million dollars against Castor. By an earlier tally, Democratic and environmental groups had spent about 7 million against Beltran. Creative Loafing Tampa Bay's editors back Castor, citing her record of bringing federal money home, and argue that Beltran, who has called himself "MAGA Mike," would be no check on President Trump. The Tampa Bay Times editorial board also recommends Castor, but praised Beltran as "a freethinker, unafraid to buck his own party." Beltran is endorsed by Donald Trump and calls balancing the budget his top priority. Progressive groups including the Florida AFL-CIO and EMILYs List back Castor. Research as of October 23, 2026. EditorialWhy Creative Loafing picks Kathy Castor
  • Castor is one of the hardest-working members of Congress and has reliably brought federal money home to Tampa Bay projects over her 20 years.
  • CL grants the case against her: a long tenure, and some Democrats cooled on her after she was among a handful who backed a House resolution denouncing socialism.
  • The deciding factor is her opponent. Mike Beltran calls himself "MAGA Mike," and CL argues that loyalty to Trump makes him no check on the executive branch, whatever his reputation for breaking with Florida Republicans.
